Converting a garage into living space is a code problem before it is a construction problem. Habitable space has requirements a garage was never built to meet.

Turning it into a bedroom or a living unit means addressing all of that, and doing it under a permit so the space is legal and countable.
The rules vary by jurisdiction, but the underlying requirements are consistent: egress, ventilation, heating and cooling, moisture control, and separation from the main dwelling where a kitchen is involved.
What habitable space requires
Habitable rooms need emergency egress, which generally means a window or door of a minimum size and sill height that a person can actually climb out of. They need ventilation, either mechanical or operable. They need heating and cooling. They need a moisture barrier and insulation, because a garage slab sitting at grade wicks moisture continuously. And ceiling height has to be adequate once the floor is raised.
The floor is usually the first problem
Garage slabs sit at or near grade, which is below the finished floor of the house and often below the surrounding ground. Building habitable space on a slab at that level invites moisture and, on lots with a high water table, outright damp. Raising the floor, adding a vapour barrier and detailing the perimeter drainage is usually the first work that has to happen.
ADUs and detached units
A detached accessory dwelling unit adds its own requirements: a separate entrance, its own kitchen and bathroom, and often separate utility connections. Many jurisdictions now permit ADUs explicitly, but the rules on size, setbacks, parking and occupancy vary significantly across Hillsborough, Pasco and Polk County, and they change. The zoning question is settled before design, not after.

Frequently asked questions
Is a converted garage counted as living space?
Only if it is permitted and built to habitable standards. An unpermitted conversion may look finished but will not be counted in the appraised square footage and can cause problems at sale, at refinance and with insurance.
Can I convert my garage if I have no other parking?
That depends on your jurisdiction. Some require replacement parking, others have relaxed that requirement, and the rules differ across Hillsborough, Pasco and Polk County. We confirm the parking and zoning position for your specific address before any design work.
Can I build a detached ADU in my backyard?
Frequently yes, and many jurisdictions here have made ADUs easier in recent years. Size limits, setbacks, height and whether it can be rented all vary by jurisdiction, and those are settled before design rather than after.
Does a converted garage need its own air conditioning?
Habitable space needs conditioned air, and a garage conversion typically needs its own system or a properly sized extension of the existing one. Extending an existing system without recalculating the load usually leaves both the house and the new space underperforming.
